A blue circle with a right arrow means turn right - you must turn right at this point.

What it means
A blue circle gives a positive instruction: this one means make a right turn, used where going straight on or left would be unsafe or against the traffic system. It's the mirror of the turn-left sign.

What's the difference between 'turn right' and 'keep right'?
'Turn right' (a horizontal arrow) means make a right turn. 'Keep right' (a downward-right arrow) means pass to the right of an island or obstruction - you're not turning off.
