What it means
Every time you pull away, you make a safe start: mirrors, then a proper blind-spot check over your right shoulder, and you only go when it is genuinely clear.
What a fault looks like
A rushed or missing check on a clear road is a driving fault. It becomes serious or dangerous if a car, cyclist or pedestrian has to react to you pulling out.
What learners get wrong
Most learners do check, but start moving before the blind-spot look is finished, so the check and the go happen together instead of look-then-go.
What we recommend
Build a fixed routine you do every single time, even on an empty road: mirrors, signal if it helps anyone, blind spot, then move. Practising it when it is quiet makes it automatic when it is busy.
