What it means
Making effective observations before you emerge from or turn into a junction - looking properly into every road that matters, and only going when it is safe.
What a fault looks like
A late or incomplete look on a clear road is a driving fault; emerging so another driver, rider or pedestrian has to slow, stop or swerve is serious or dangerous.
What learners get wrong
The single most common reason people fail: looking, but starting to move before the look is finished, so the eyes and the wheels move together.
What we recommend
Separate the two: come to the point where you can see, look fully both ways (and for cyclists and pedestrians), and only then decide to go. Look, then go - never go while looking.
